Does Lake Stevens qualify for the Snohomish PUD window rebate?
Yes. Lake Stevens is served by Snohomish County PUD. An existing home with permanently installed electric heat qualifies when the new windows are double or triple pane at U-0.30 or lower and a PUD-registered contractor installs them. My windows are only 25 years old and they are already fogging. Is that normal?
It is common. Fog between the panes means the seal on the insulated glass unit has failed, and first-generation vinyl from the 1990s and early 2000s is right at that age. The frame is usually still fine. That is a glass replacement, not a window replacement, and it is a much smaller job.
Can you replace just the glass instead of the whole window?
Often, yes. If the frame is square, the hardware works and the sash is sound, we replace the insulated glass unit and leave the rest. It fixes fog and broken glass. It does not qualify for the PUD rebate, because the rebate is written for whole windows.
